Zion Crossroads Return on Investment (ROI) Model
The Thomas Jefferson Planning District Commission (TJPDC) developed a fiscal impact analysis of proposed water and sewer projects in the Zion Crossroads area. To assess the financial implications of the water and sewer proposals, staff from the TJPDC created a spreadsheet model. This model includes calculations that identify the return on investment (ROI) for Fluvanna County. Market research and the County's existing plans served as the basis for the model's assumptions for future growth. Under several scenarios, the model calculates the net revenue in various market conditions. It also considers a scenario without water or sewer, to provide a control.
The ROI Model was updated in 2013 and is linked below, along with the ROI User’s Guide. The model now includes 2013 property values and the current real property tax rate ($0.795). Original placeholder assumptions (usage rates, connection fees, growth rates, etc.) have been retained in the green and purple tabs of the spreadsheet, but can be easily updated for scenario modelling.
County staff has also updated the basic ROI model with fields for data entry over the 20 year course and with new data and growth assumptions. The updated version is linked below.
