Why a Zion Crossroads Water and Sewer System?
Fluvanna County has targeted Zion Crossroads as a growth area. Water infrastructure is important aspect to attracting and expanding business development in Fluvanna County.

When will construction start?
Fluvanna County issued formal "notice to proceed" to each of the contractors for the system on March 8, 2019. Contractors will immediately begin mobilizing and ordering materials. Some site work and equipment placement could begin as early as March 11, 2019.

Where is the system located?
The system stretches nearly 4 miles of the Route 250 / Route 15 corridor. The service area stretches from Route 698, Memory Lane, east on Route 250 to Zion Crossroads, and south on Route 15 for a half mile. A map of the system can be viewed here.

What contractors are working on the system construction?
The entire system will be constructed in three separate projects concurrently. The water and sewer pipelines are being installed by Fluvanna-based A.G. Dillard, Inc. The water booster pump station and wastewater pump station are being constructed by Sargent Corporation from Ashland, VA. The elevated storage tank will be built by C&BI/McDermott out of Alpharetta, GA.

What activity can be expected in the area?
Contractors will begin site work and delivering equipment and materials now that they received the notice to proceed on March 8, 2019. Site work will include clearing trees along the project corridor.

When will contractors be working?
Work is to be completed between 7 a.m. and 5:30 p.m., Monday through Friday. Contractors can work on Saturdays with advanced approval. No Sunday construction work is permitted.

What are potential construction impacts to residents?
Residents should use caution when traveling the Route 250 corridor. Crews will be working along the route throughout the project. There is potential for minimal traffic changes and delays as the contractors progress through construction. Drivers should be alert in the area.

Will there be job opportunities for Fluvanna residents?
There may be skilled and unskilled opportunities for Fluvanna residents. Each contractor handles its own hiring. As the County becomes aware of job opportunities, the County will publicize them.

How much does the project cost?
The County is paying over $10.5 million in construction of the system. Design phase of the project cost $1.1 million. The entire system costs $11.63 million, including construction contingency funds.

How is the County paying for the project?
The County will utilize a combination of debt financing and cash savings to pay for the project. The County used $8.5 million in debt proceeds to pay for the two-thirds of the project. An additional $3.13 million will be paid from cash savings.

I live in the service area. Will I be required to join the system?
If you have a working well and sewer (septic) serving your property, you will not be required to join the system. If you can receive a permit to rebuild or repair your well or sewer (septic) you will not be required to join the system.

Connection and usage fees have not been determined yet. The Board will ultimately set those fees at an advertised public hearing.
